These are 2 advertising signs from paint display racks used in a hobby shop.  Testor Corp. discontinued its Floquil and Polly Scale paint lines that were popular with model railroaders back in 2013.  Floquil has been a staple of model railroading for decades, with its first ad in Model Railroader magazine back in 1947.
The signs will have special meaning and memories for model railroad hobbyists.  Nail them to the sides of your layout, or display on a nearby shelf or wall.   These are original display signs that will be very hard--if not impossible--to find.  The self-stick (paper?) signs came attached to metal from the display racks.  You will receive this piece of metal with the applied signs.
