Very Unusual Antique Cloisonné Wall Hanging Letter Pocket Or Slipper Holder

Very unusual antique 6 5/8" tall x 4 7/8" x 1 3/8" deep cloisonne on copper Meiji wall hanging!
Haven't seen anything quite like it, looks to me like a hanger for sandals or slippers but may be for letters or mail? Please see close up photos for some small losses condition.
